Job Description

The Purchasing Agent 2 will serve as a main purchaser for the Department and is within the General Business bureau. They are responsible for managing all aspects of the department’s procurement and vendor selection process for the purchasing of goods. This includes office supplies, printing, merchandise, and equipment in compliance with state and federal rules and regulations and department policies and standards. This position shall ensure the Department’s procedures to initiating purchases, completing solicitations, making awards, approving purchases, placing purchase orders and receiving goods are in place and maintained with integrity.

Coordinates formal solicitation processes with DAS and the Department requester as appropriate.

Collaborates with the Department’s Service Procurement and Contract team for the purchase of services.

Processes purchase orders/requisitions and ensures appropriate internal approvals are received and funding sources identified. Collaborates with requesters to determine mandatory product specifications or optional product specifications. Initiates and manages procurements in the state’s designated procurement and/or financial system.

Receives and evaluates informal bids and quotes.

Reconciles department-wide invoices to support documents. Authorizes payment of correctly received products and corresponding invoices. Develops and maintains accurate purchasing files to include, procurement requests, solicitation documents, responses, awards, payment documentation, etc.

Minimum Qualification Requirements

Graduation from high school, or G.E.D., and six years of full-time work in the procurement of technical, standardized, expendable and non-expendable items;

OR

graduation from an accredited four-year college or university with a bachelor's degree in business or public administration, accounting or economics and two years of the required experience;

OR

an equivalent combination of education and experience substituting one year of education (30 semester hours or one year) for each year of the required experience;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to eighteen months as a Purchasing Agent 1.
