Job Description

Inmate Banking - Apply established accounting concepts and techniques to maintain, adjust, and balance a number accounts within an established accounting system. Track money offenders spend and issue checks from offenders accounts as needed. -Process inmate payroll for inmates who work within the institution or on campus monthly. Write a check from the contingent fund to send to ICIW for the monthly allowances. Information must be given to purchasing assistant to reimburse contingent fund. -Process private sector payroll monthly as soon as check is received. Make sure our figures balance with private sector. figures. Complete spreadsheet for Iowa Prison Industries with all private sector pay information. Send offenders copies of private sector pay receipts. Keep private sector offender employment files current. Respond to any questions regarding child support or restitution for offenders. Update rest and remainder report for IPI. -Process all store orders received from inmates for any expenditures they have or purchases they would like to make. Record information for store orders with insufficient funds Information used to issue minor reports to offenders. -Answer kiosk/kite messages from offenders in a timely manner. -The Activity fund is made up of several accounts (photos, perms, etc). They are Canteen, Recreation Fund, Hobbycraft, TV, etc. Receipts for these accounts are obtained from the expenditures made by the offenders. This money is deposited periodically in the local bank account. Checks are written to vendors from these account. This position deals with vendors on billing disputes. These accounts are balanced whenever a deposit is made. Checks will be written when the invoice is received. Deposits and checks will be posted in the Bank Rec spreadsheet. Process month end balancing for the activity fund (monthly offender expenditures & activity checks written). Keep the control account report up to date with the receipts, checks, transfers of the activity fund -Respond to questions concerning an offenders account, restitution, child support, DOC sanctions, pay for stay, etc. -Process releases including cash, checks, and release cards for offenders leaving the institution. Balance the gate money petty cash and issue a check to Iowa Department of Corrections/Offender Funds Account for the monthly gate money. -Restitution plans: Monitor institution files for updated restitution plans from ISP. Print and distribute to offenders. -Major/Minor Reports: Process offender sanctions for major and minor reports. -Debitek Card Machines: Balance and verify cash/card counts in Debitek machines, count cash and get deposit ready, complete debitek cash to card report and and forward payments to Fort Madison. -Debitek receipt report-Submit to Fort Madison for reimbursement. -Send Dietary offender labor cost report to dietary. -Debitek Cash to Card Report: Issue checks to ICIW and IDOC Central Vending. Understand and work with department bank accounts including deposits, checks, and monthly bank reconciliations. Manage OFFENDER DEBITEK CARDS- Process, load money to cards, refunds, etc. Misc. Business Office Duties including: Canteen Bubble sheets processed weekly Answers KIOSK Messages pertaining to mail, Kiosk/ O-Mail copies and canteen. Processes Offender requests for the copies of KIOSK and O-Mail messages and debit tech. Collects money for bed side visits, funeral trips, and other misc trips. Prepare checks for fundraising and Recap fundraising receipts to determine profit. Open offender bank account as part of the process of intake and post any money sent in with the offender at the time of reception. Print debit tech cards for new offenders or if damaged or lost. Other duties as assigned by Supervisor or Management Team.

Minimum Qualification Requirements

Graduation from high school or G.E.D. equivalency and two years of clerical accounting experience which involved the compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal data using elementary bookkeeping principles and practices;

OR

the successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting;

OR

an equivalent combination of education and experience, substituting one year of employment in clerical office work for each year of the required education;

OR

substituting the successful completion of thirty semester hours or the academic equivalent in a post high school Business, Accounting or closely related curriculum for each year of the required experience;

OR

any equivalent combination of qualifying education or experience;

OR

employees withcurrentcontinuous experience in the state executive branch that includes the equivalent of twelve months of full-time work as an Accounting Clerk 1 shall be considered as qualifying.
