The Iowa Department of Transportation has a vision to be smarter, simpler and customer driven. A key management position within the Office of Vehicle & Motor Carrier Services (OVMCS) is seeking a proven leader with strong communication and organizational skills. This position leads and supervises a team of 16 employees and will be a subject matter expert for eight major program areas.
As a leader, you will be responsible for development and implementation of innovations in system design to promote higher quality, increased productivity, including develop and approving enhancements in all program areas. This position supports the vision by working to develop and empower employees to creatively approach work and eliminate redundant or unnecessary tasks freeing up time for the other important work.
Responsible for the collection of over $157 million annually of fees.
Directs a team of 16 full-time employees who are responsible for the comprehensive, complex and ever-changing process of international/national agreements with multiple member jurisdictions and an extremely high-visibility for issuance of over dimensional permitting.
Administer eight (8) programs that serve state and provincial governments in North America:
International Fuel Tax Agreement (IFTA)
International Registration Plan (IRP)
Unified Carrier Registration (UCR)
Transportation Network Companies (TNC)
Titling of commercial vehicle
Determine enhancements or changes to affected administrative programs.
Educate staff and carriers of all record keeping requirements for audit and compliance.
Provide technical expertise to other jurisdictions' representatives, carriers, federal/state agency presentative, law enforcement and others as appropriate regarding OVMCS operations.
Public speaking and providing educational presentations at annual motor carrier meetings, business meetings and associations regarding motor carrier laws, new legislation and system enhancements.
Responsible for the development and implementation of innovations in system design for higher quality, electronic submissions and issuance, increased productivity in all program areas.
Ensure that all federal and state laws and international agreements are complied with, all lawful revenue is collected and that motor carriers are provided accurate credentials for travel within the member jurisdictions.
Coordination of policy development which affects the motor carrier industry, not only in Iowa, but throughout the United States and Canada.
Responding to the Governor, Legislature, DOT Commissioners, and media are complete and accurate.
Implementation of changing the internal processes affected by legislation or Agreement changes that have passed.
Explaining information to customers, interpretation of the agreement and coordination of policy development with the other member jurisdictions because of the ever-changing nature of truck regulations.
Preparing system specifications; implementing and oversight of automation to ensure operational requirements are maintained and Iowa remains in compliance.
Coordinate policy development which affects the motor carrier industry, not only in Iowa, but throughout the United States and Canada.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to four years of full-time work in program administration, development, management, or operations.
2) Eight years of full-time work experience in program administration, development, management, or operations.
3) All of the following (a and b):
Four years of full-time work experience work in program administration, development, management, or operations; and
A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
Two years of full-time work experience work in program administration, development, management, or operations; and
A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work equals one year of full-time experience; and
A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes one year of full-time work as a Public Service Supervisor or comparable specific management-level position.
