Job Description

  • Performs functions in various phases of the departmental accounting system including: Procore, eDAS, I/3 Datawarehouse, assigns the contracts, change orders (CO), internal documents and vendor payments to the appropriate accounts, and completes accurate accounting documents, reports and financial statements.

  • Maintains over 150 accounts with multiple funding sources by following different spending and reversion requirements and establishes new accounts as needed based upon legislative funding and reporting requirements.

  • Monitors and records multiple cash balances on daily basis by using I/3 revenue reports for all infrastructure appropriations and funding.

  • Works with individual Project Managers and other agencies to resolve unique financial situations to ensure information is accurately recorded and invoices are processed timely.

  • Responsible for identifying construction retainage payments to comply with code requirements for 30 days.

  • Responsible for monthly reconciliation and balancing over 150 accounts to I/3 revenues, expenses, appropriations, cash balance, vendor and recap sheets, and then coordinates the posting of the accounts on the DAS website.

  • Pulls reports from eDAS billing system and records the expenses to the appropriate account.

  • Pulls Fixed Assets reports quarterly and annually from Datawarehouse & quarterly expenditure report from Datawarehouse and coordinates the reconciliation of each enterprise Fixed Assets inventories with the applicable Chief Financial Officers (CFOs). Ensures timely completion of Fixed Assets quarterly reconciliation to be in compliance with DAS policies and procedures.

  • Coordinates the Fixed Assets observation for DAS and ensures all CFOs complete the observation for their areas.

  • Responsible for year-end infrastructure retainage information and all supporting documentation necessary for disclosure in the GAAP package submitted to the State Accounting Office.

  • Responsible for reviews and updates Auditor of State narratives related to fixed assets, infrastructure, surplus, and other job duty related narratives.

Minimum Qualification Requirements

Graduation from high school or G.E.D. equivalency and four years of clerical accounting experience which involved the compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal programs using elementary bookkeeping principles and practices;

OR

the successful completion of a post-high school vocational/technical, business college, or area community college curriculum in accounting which included concentrated course work equivalent to twenty semester hours (or more) in accounting;

OR

an equivalent combination of education and experience, substituting one year of employment in clerical office work for each year of the required education;

OR

substituting the successful completion of thirty semester hours or the academic equivalent in a post high school Business, Accounting or closely related curriculum for each year of the required experience;

OR

any equivalent combination of qualifying education or experience;

OR

one year of experience as an Accounting Technician 1 in the State of Iowa classified service will be considered as qualifying;

OR

one year of work experience as an Accounting Clerk 3 in the State of Iowa classified service will be considered as qualifying.
