We’re seeking a Multifamily Program Analyst, known as our Low Income Housing Tax Credit (LIHTC) Program Analyst, to join our dynamic team. In this role, you’ll play a crucial part in ensuring the success of our Low Income Housing Tax Credit program. Working closely with our Tax Credits team, the LIHTC Program Analyst is responsible for building partnerships with nonprofits and property managers, and ensuring properties maintain program compliance during initial lease up. The LIHTC Program Analyst will complete qualitative reviews and evaluations for applications, and ensure these applications adhere to the standards and regulations set forth by the IRS and IFA Qualified Allocation Plan (QAP).

General Duties:

Pre-Award Review

• Application Review: Review documentation related to non-profit status, site control, zoning, development teams, organizational structure, and utility allowances. Make informed recommendations on threshold, scoring, and funding for projects seeking tax credit awards.

• Policy Implementation: Assist in developing and implementing new requirements and procedures for the Qualified Allocation Plan and application. Prepare all necessary supporting exhibits and appendices for program applications.

Support for Federally funded programs:

• Fair Housing Marketing Plans (AFHMP): Learn to review and assess AFHMPs and collaborate with property managers on proving wider access to housing for prospective residents.

• Reviews and evaluates documents and reports for compliance with applicable program requirements.

• Creates and maintains relationships with nonprofit and property management partners.

Post-Award Compliance:

• Prepare and issue Carryover Agreements and Land Use Restriction Agreements (LURAs).

• Monitors and interprets updated published guidelines to the LIHTC program.

• Provides technical assistance to developers on compliance issues during the allocation period.

The LIHTC Analyst position is a non-merit, contract covered position that is classified by the State of Iowa as a Compliance Officer 1 (00640). This position is exempt (salaried) per FLSA regulations.

This is a non-merit position. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprises.
