Job Description

The Iowa Utilities Board is seeking to hire a Utility Specialist, a permanent, full-time, non-contract position reporting to the Manager of the Regulatory Analysis Section. This position will act as the financial and tax expert on a number of Utilities Board proceedings. The employee will have lead worker responsibilities, including serving as a team leader in rate-making dockets, and also will provide other analytical duties such as technical analysis on natural gas, electric, water, renewable energy, and associated technical areas including tariff filings, periodic adjustment filings, and environmental plan and budget filings.

The position will support Board and staff by independently performing research and analyzing filings, testimony, data, and exhibits submitted by utility companies and intervenors in contested cases, reviewing for completeness, accuracy of calculations, and compliance with applicable statutes, policies, procedures, and precedent before summarizing findings and providing objective recommendations written and orally. The successful candidate must have the ability to, within an office environment, communicate complex, technical information, both orally and in writing, to the Board, staff, the public, special interest groups, and public utility staff.

This employee will provide lead worker support, with an emphasis on tax and financial matters on a variety of agency proceedings, including internet and computer proficiency, and must be able to: comprehend and apply state and federal utilities, tax, and financial laws, regulations, rules, practices, procedures, and precedents; research and develop economic strategies that advance public and consumer interest regarding utility regulation; provide advisement, answer questions, and advise the Board on Federal and Regional economic data; make objective recommendations and decisions concerning regulatory issues based on applicable laws, policies, and precedents; and create, manage, and transfer documents into the agency's permanent storage or electronic filing system.

The successful candidate will work, build, and foster relationships with the Board members, agency staff, stakeholders, customers, peers, and others who interact with the Iowa Utilities Board. Travel in and out of state may be required.

Selectives

733 Utility Rate Regulation

6 months' experience, 12 semester hours, or a combination of both in research and analysis of cost and rate structures of utilities and/or impacts of rate changes on demands for utility services.

And

210 Finance

6 months' experience, 12 semester hours, or a combination of both, in one or in a combination of the following areas: introductory or advanced corporate finance; economics, money and banking; financial institutions, instruments and markets, or portfolio analysis.

Minimum Qualification Requirements

Graduation from an accredited four year college or university with a bachelor's degree in accounting, business administration, finance, economics, operations research, computer science, environmental science, statistics, industrial engineering, mechanical engineering, civil engineering, or electrical engineering, plus four years of complex analytical experience in one or a combination of the above disciplines;

OR

graduation from an accredited paralegal school with three years of legal research work experience will be considered as qualifying;

OR

thirty semester or equivalent hours of post-graduate course work in one of the above disciplines may be substituted for one year of the required experience with a maximum substitution of two years;

OR

graduation from an accredited college or university with a master's degree in one of the above disciplines, plus one year of complex analytical experience in one or a combination of these disciplines will be considered as qualifying;

OR

possession of a Ph.D. degree from an accredited college or university in one of the above disciplines will be considered as qualifying;

OR

possession of a certificate of registration as a professional engineer as issued by the State of Iowa Board of Engineering Examiners will be considered as qualifying;

OR

possession of an Iowa permit to practice as a Certified Public Accountant, as issued by the Iowa Accountancy Board, may be substituted for one year of the required experience;

OR

an equivalent combination of education and experience substituting one year of complex analytical work experience in one or a combination of the above disciplines for one year (thirty semester or equivalent hours) of the required education to a maximum substitution of four years;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to twelve months of full-time experience as a Senior Utility Analyst;

OR

employees withcurrentcontinuous experience in the state executive branch that includes experience equal to twenty-four months of full-time experience as a Utility Analyst 2.
