Iowa Workforce Development is seeking applicants for the position of Career Planner at our Iowa City, IA American Job Center office.

Position Description

Iowa Workforce Development (IWD) is seeking to hire a motivated candidate to provide all required Reemployment Services and Eligibility Assessment (RESEA) program components to RESEA participants during all RESEA appointments.

Job Responsibilities:

In this role the Career Planner will provide all required Reemployment Services and Eligibility Assessment (RESEA) program components to RESEA participants during all RESEA appointments. Review unemployment insurance (UI) claim status with claimant and refer any claim issues to appropriate staff member.

You will also provide required RESEA information to claimant to ensure work search requirements are being met and all work searches are documented correctly. Help explain, promote, and discuss One-Stop Center workshops to claimants and register claimants to attend workshops. Conduct electronic file search and compare applicants' qualifications with employer job order requirements, referring qualified applicants. Assist and ensure a valid work registration is completed in database system. Create or update with customer their Individual Service Plan. Complete, review and provide claimant with a RESEA Agreement of Participation reflecting claimants RESEA obligations. Facilitate workshops for customers/participants of system programs and services, update workshops and presentations as new information is available and accurately document all services, appointments, or other pertinent information in database system.

Perform essential UI activities. Will adhere and refer to unemployment administration rules and Iowa law when working with customers regarding filing UI claims, answering questions and concerns. Send proper documentation/notices timely to ensure positive outcomes. Maintain and organize all documentation related to any UI decisions. Ensure UI claims are active, and status of claims are up-to date.

Review previous UI claims for previous or current adjudications. Use database system to review salary histories. Cross reference database systems to ensure personal identification information matches. Adjudicate issues within the claim in accordance with all UI laws. Provide information to customers for UI appeals when necessary. Prepare and participate in all UI appeal hearings relating to issued adjudication decisions.

As a Career Planner you also educate customers on services available at the IowaWORKS location. Assist customers by answering questions about employment opportunities and local employers. Facilitate customers in using computers, i.e., searching internet and print resources, troubleshoot computer/internet usage, tutorials, labor market information, educational options, career explorations, the writing of resumes, and educate customers in the use of self-help services and assisted services available at the Workforce Center. coach customers on all aspects of the job search and assist customers to build their personal and job skills for the primary goal of successful employment. Provided proficiency tests and skill assessments as needed.

The successful candidate will greet customers immediately upon entry into the IowaWORKS Center utilizing greeting standards and scripts and welcome each customer in a friendly and professional manner. Provide courtesy, respect, and politeness in interactions with customers, both internal and external. Ask customers appropriate questions to determine services they are seeking and/or needing. Interacts effectively and builds respectful relationships among coworkers and partners. Collaborates within the On-Stop system, resulting in a better experience for customers and provide feedback as well as potential solutions to team and/or leadership. Help and assist with answering UI Benefits Customer Service line during periods of high call volumes.

Minimum Qualification Requirements

Graduation from an accredited four-year college or university;

OR

an equivalent combination of education and experience substituting one year of full-time public contact work obtaining, analyzing and evaluating data such as job/claims interviewing, testing, referral and/or placement, sales representative, credit investigation, or related public contact work dealing with job applicants and employers in a variety of supportive clerical and outreach functions for one year of the required education with a maximum substitution of four years;

OR

employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time work as a Workforce Associate.
